MDS 2012 --> MDS 2016, business rule - error 156

Important!!!

I did Upgrade the database with MDS 2012 --> MDS 2016 (SQL Server 2016 EE SP1). Upgrade was successfully.
If I edit an existing business rule or create a new business rule: for example, "minimum length is 5 characters",
the value 5 is not stored in business rule. We watched the Profiler: web applications not pass a parameter to a stored procedure.
When we publish the business rule, we get an error 156.
