After installing SQL Server 2012 Developer Edition with MDS on Windows 2008 R2 and setting up and configuring MDS, I can authenticate to the site and perform other functions, however I receive the error when accessing Explorer and Integration Management.

Here is my web.config:

<configuration><configSections><section name="masterDataServices" type="Microsoft.MasterDataServices.Core.Configuration.MdsConfigurationSectionGroup, Microsoft.MasterDataServices.Core, Version=11.0.0.0, Culture=neutral, PublicKeyToken=89845dcd8080cc91" requirePermission="false" allowDefinition="Everywhere"/></configSections><!-- Example of assigning databases to different MDS service instances: <masterDataServices><instance siteName="Default Web Site" virtualPath="MDS" connectionName="connection1" serviceName="MDS1" /><instance siteName="Site2" virtualPath="folder1/folder2/MDS2" connectionName="connection2" serviceName="MDS2" /></masterDataServices><connectionStrings><add name="defaultMdsConnection" connectionString="Data Source=(local);Initial Catalog=defaultDb;Integrated Security=True;Connect Timeout=3600"/><add name="connection1" connectionString="Data Source=(local);Initial Catalog=db1;Integrated Security=True;Connect Timeout=3600"/><add name="connection2" connectionString="Data Source=(local);Initial Catalog=db2;Integrated Security=True;Connect Timeout=3600"/></connectionStrings>

Here is the Fiddler Output:

POST http://128.200.140.23:8080/Service/Service.svc/bhb
500 System.ServiceModel.ServiceActivationException ()

- Running SQL 2012 Developer with SP1 installed

- Running Windows 2008 R2 Standard with SP1 installed

- Running IIS 7.5

All of this is running on a single host.

- Silverlight 5.1 is installed

- IIS 7.5 is configured with the correct components for MDS to work

- Authentication on the IIS server

Anonymous Authentication is Disabled

Windows Authentication is Enabled

- Authentication on the MDS Website

Anonymous Authentication is Disabled

Windows Authentication is Enabled

Not sure what else to provide but that's it.  I've tried making changes suggested on the other discussion threads, but to no avail.  This appears to be a bug with MDS and Silverlight since Silverlight is required for the Explorer part of the app.
