Insert Access for All columns and Update access for only selected column for Entity

In MDS, For a entity can i give a user access to insert records for all the columns however when the user will update any existing record they can update only certain columns.

For example,

For employee Entity ,If there are attribute like empid,empname,city,departname. The user can add new records for all the columns to this entity. However the same user when updating any existing record should have read access to the departname column and other columns should be editable.
